Proposal Evaluation Instructions For A/E Professional Service

1. Consider the quality of the team assigned to the project based on their experience working for public entities or similar scope of work. Example: major interior remodel experience would qualify the firm higher. The highest rating should go to the firm that submits the best qualified team qualified team based on formal education, professional licenses and work experience of similar project design.
Consider how their office is structured to support our project based on the strength of the individuals resume.
Consider if the firm has enough qualified staff to support the project as well as their existing work load as
identified in their financial statement, work in progress. 
(30 points maximum)

2.  Rate the firm's experience as demonstrated by their work on educational projects as well as non educational projects which are the same or similar to this project. Rate similar community college work on the highest, public school work (K-12) second highest, university work third highest, other public work fourth highest, and other commercial/industrial work as fifth highest. Each firm should showcase their completed project experience and provide references that may confirm their involvement and experience.. 
(30 points maximum)

3.  Evaluate the firm's project management experience to include field administration experience and successful l completion of projects completed on time and within the owner's budget. Evaluate project management resources for scheduling, estimating, value engineering and cost control and Computer Assisted Design capabilities.

4.  Consider the quality of the sub consultant team assigned to the project based on their experience working for public entities or similar scope of work just as it states in question #1.

5.  Consider the distance the firm has to travel to support the project. Firms located in Manatee or Sarasota counties shall receive 20 points. Firms located in counties adjacent to Manatee and/or Sarasota counties (Pinellas, Hillsborough, Charlotte, Hardee, DeSoto) adjacent to Manatee and/or Sarasota counties shall receive 10   Points. Firms located in Florida counties that are not adjacent to Manatee or Sarasota counties shall receive 5 points. Out- of- State firms shall receive zero points.

6.  The highest rating should go to the firm having no litigation, liens, or judgments. The lowest ratings should go to the firm having judgments or liens against them, or a history of litigation or disputes filed against the owner.

NOTE: Contract law has determined that a privately held firm has the right of privacy and may disclose their financial statement if and when they negotiate for the job. If a firm gets short listed, we try to get them to disclose at the presentation so the committee can make a decision.

7.  Consider the strength of the firm's finances based on their cash flow, debt ratio and assets available to support the business through the project duration. Note: Privately held firms have the right of privacy and may disclose their financial statements if and when they negotiate for the job; provided however that such firms, in order to be considered, must at least provide evidence of ability to obtain a surety bond from a surety company meeting the criteria of Section 287.0935.F.S. The firms should disclose their intentions in their proposals.

8.  The State of Florida does not require designers to carry liability insurance. However, it is common practice to do so. Every team should be submitting some form of proof of insurance. If they do not submit proof of insurance, then we do it for them.

9. The key personnel assigned to the project should be registered and/or certified in Florida.
